Gunotsav Assam: Enhancing Quality Education in Government Schools

What is Gunotsav?

Gunotsav is a transformative initiative by the Assam Government aimed at improving the quality of school education. Launched in 2017, this census-based evaluation assesses four key areas: Scholastic (learning outcomes), Co-scholastic activities, Community Participation, and Infrastructure Use. Covering students from Class I to IX in Government, Provincialized, Tea Garden Management, Tea Garden Model Schools, Adarsha Vidyalayas, Kasturba Gandhi Balika Vidyalayas (KGBVs), and Residential Schools, Gunotsav uses an OMR-based system to evaluate 100% of schools. Schools are graded as A+, A, B, C, or D based on performance.

Grading Weightage for Schools

  • Scholastic: 90%
  • Co-scholastic & Other Areas: 5%
  • Community Participation: 5%
  • Infrastructure is assessed but not included in grading.

Role of External Evaluators

High-profile officials, including Ministers, MLAs, the Chief Secretary, IAS, IPS, IFS officers, and state Class I & II officers, serve as External Evaluators. They visit assigned schools from 9 AM until the evaluation concludes, submitting confidential reports with improvement suggestions. Acting as mentors, they foster a positive environment and guide schools toward better performance.

Impact of Gunotsav on Assam’s Education System

Gunotsav has significantly impacted Assam’s school education by:

  • Raising awareness among parents, teachers, and communities.
  • Boosting student and teacher attendance.
  • Encouraging community contributions like dining halls, punching machines, temporary classrooms, and academic support from local youth.
  • Shifting students from private to government schools due to improved perception.
  • Driving infrastructural upgrades (e.g., electrification, partition walls) and remedial teaching for weaker students.

The initiative fosters accountability among stakeholders—teachers, students, administrators, and communities—ensuring quality education. It’s so integral that 10% of Annual Examination marks now come from Gunotsav, and it’s embedded in the State Academic Calendar.

  4. Data-Driven Development: Results guide infrastructural and academic enhancements.
